I am in U.S. under H1b category. But I am not getting paid since February. Now I am thinking about changing my status to F1. Can I change my status from H1 to F1 with out pay stub in U.S. Give me your great advice in this regard. Thank you.

Normally when you are changing status USCIS asks for recent pay stubs to make sure that you are still working for your H1B employer. If you are not getting paid , it is very difficult to prove that you are on H1b status. I think , after obtaining the I-20 form from the school where you are intend to study, you should probably leave the country and apply for an F1 from your home country. Good luck.
