My H1 Employer wants to Surrender my Visa

I came to US on L1B in Dec 07 with Employer A and Applied for H1B with Employer B (consulting company, kind of body shoping), my H1B was approved in Oct 08 though not stamped yet. My plan was to search for a job still being on L1 and once i get a job then move to employer B on H1 since i didnt want to move to H1 with employer B without haveing a job in hand since its a body shopping company and without a job i have to run pay stub on my own. however due to market conditions i havent being able to find a job and since its being a long time my employer B wants to surrender by H1B since he is scared that he might get into trouble becuase he is keeping a idle H1 visa without running paystubs. Am just wondering can employer B continue to keep my H1(approved pitition but yet to be stamped) without pay stubs and me being on Valid L1 with Employer A till i get a job outside and move to emploer B. I believe that market will get better in coming months and i can get a job but scared that the H1 employer is insisting to surrender the H1 immediately.
